General Description

The Employee Benefits Specialist is responsible for the administration, communication, and analysis of the College’s benefits programs.

Job Duties (Duties Assignment Statement)

Conduct new employee benefits enrollment information sessions and participate, as needed, in New Employee Orientation monthly to relay important benefits information. Provide training programs for employees and supervisors regarding the College’s benefits programs. Update and maintain the College database for specific benefit programs as needed. Audit benefit eligibility of all active employees and retirees. Develop and distribute communication tools, (packets, letters, email notices, etc.) to employees and other plan participants to enhance understanding of the various benefits plans. Ensure all benefits plans and programs are compliant with all Affordable Care Act (ACA) requirements as well as all other applicable federal and state laws, regulations, and College policies. Prepare and generate necessary reports required under the Affordable Care Act. Serve as a liaison with all levels of faculty, staff, managers, and other critical stakeholders, involving benefits programs. Support liaison efforts between the College, insurance carriers, consultants, and other interested outside parties. Maintain ongoing communication with providers, consultants, insurance carriers, and other outside-authorized persons as related to employee benefits eligibility and coverage. Collaborate and assist Director of Benefits and Compensation and senior management to design, implement, and optimize health and wellness plans and retirement programs. Research and provide substantive information and assistance, as needed, to senior management in the annual assessment and evaluation of the College’s benefits package. Recommend changes and adjustments to the College’s insurance and self-funded programs, as needed. Oversee the administration of the comprehensive wellness program for the College. Oversee the administration of the tuition waiver and tuition reimbursement programs. Advise the Director of Benefits and Compensation and the Vice President for Human Resources on significant matters and support the other members of Human Resources in the achievement of their goals and operational responsibilities. Engage in individual professional development; attend training, workshops, etc. for current knowledge of changes or trends related to employment benefits. Serve as a member of the Benefits Committee to report on the various benefit plans. Perform other job duties as assigned.

Contribute to a safe educational & working environment.

Adhere to established safety and health procedures and practices for the purpose of providing injury and illness prevention for self and others.

Complete quarterly health and safety training pursuant to OCCC’s established safety and health procedures and practices.

Participate in all applicable OCCC emergency, evacuation and shelter in place drills and be prepared to take action and assist others in taking appropriate action should a health or safety emergency occur.

Minimum Education/Experience

Minimum of a Bachelor’s degree from an accredited institution and a minimum of two (2) years full time experience working with an Employee Paid Benefits program or other human resources discipline, e.g. compensation, employment, employee relations, etc..

OR

A minimum of eight (8) years full time experience working with an Employee Paid Benefits program or other human resources discipline, e.g. compensation, employment, employee relations, etc..

All work experience must be within seven (7) years of date of application.

Required Knowledge, Skills & Abilities

Strong analytical skills and budget management experience.

ACA benefits compliance knowledge.

Budget and finance strategy and tactical solution skills.

Advanced knowledge and experience of benefits and retirement laws (Federal, State, local and regulations including but not limited to COBRA, PPACA, HIPAA, ADA, Worker’s Compensation, and Medicare.

Ability to demonstrate sound judgement, strategic thinking.

Excellent organizational skills.

Excellent training and communication skills.

Ability to handle strictly confidential matters with discretion and judgment.

Auditing and problem solving skills.

Knowledge of primary human resources functions related to benefits.

Proficiency in the use of Microsoft Office or similar software, and HRIS systems.

Physical Demands/Working Conditions
  1. GENERAL PHYSICAL REQUIREMENTS: Sedentary work: The person in this position may occasionally exert up to 10 pounds of force to grasp, lift, carry, push, pull or otherwise move objects.

  2. PHYSICAL ACTIVITIES: This position requires the person to frequently move about the HR Office and the OCCC campus.

This position requires the person to frequently communicate with and listen to vendors, administration, faculty, staff, students, and others to perform the essential functions of the position. Must be able to exchange accurate information in various situations.

This position requires the person to frequently operate a computer, other office machinery, and mobile devices to perform the essential functions of the position.

This position requires the person to frequently operate equipment that involves repetitive motions of the wrists, hands, and/or fingers.

This position requires the person to frequently position self to access materials that may be above head or at ground level.

  1. VISUAL ACUITY: This position requires the person to judge, observe and assess the accuracy, neatness, thoroughness of work assigned or to make general observations.

  2. WORKING CONDITIONS: This position performs the essential functions in an indoor office setting.

Preferred Qualifications

Master’s degree

Experience with self-funded health insurance plans.

Experience with paid benefits program at an institution of Higher Education.
